The annual Texas Department of Transportation report on congested roads lists only one Collin County roadway segment among the state’s top 100, according to 2024 data analyzed by the Texas A&M Transportation Institute. A short stretch of U.S. Highway 75 in Plano, from Legacy Drive to the President George Bush Turnpike, ranked No. 30. Several other segments in the county fell outside the top 100, though conditions worsen closer to Dallas.
Rankings were based on time lost in traffic compared with free-flow conditions. Texas A&M researchers calculated “delay per mile,” measuring how many total hours drivers spent traveling below normal speed across each mile of roadway in a year. Two additional metrics, the Texas Congestion Index and Planning Time Index, compared typical rush-hour and worst-day travel times with free-flow travel.
