Council holds budget, tax rate hearings

The Wylie City Council addressed a range of development, zoning, budget, and tax matters during its regular meeting this week.

On Aug. 26, council members held a public hearing to consider a zoning change for 1.056 acres at 1400 Country Club Road. The proposal would rezone the site from Neighborhood Services (NS) to Community Retail – Special Use Permit (CR-SUP), allowing a motor fueling  station, convenience store and drive-thru restaurant (ZC 2025-06).

Council also considered authorizing the city manager to sign a Development Agreement, pending annexation, with multiple landowners and developer Wylie DVP Limited Partnership. The agreement involves a planned single-family development south of Sachse Road and Pleasant Valley Road. A separate Annexation Services Agreement with the same developer is also under review.

In related action, a public hearing was scheduled to be held which would annex 4.024 acres of land in Dallas County adjacent to the city limits.

A public hearing was also on the agenda to consider adopting the city’s FY 2025-26 budget. The proposed budget includes all city funds, along with budgets for the Wylie Economic Development Corporation (4A) and the Wylie Parks and Recreation Facilities Development Corporation (4B). The fiscal year begins Oct. 1, 2025, and ends Sept. 30, 2026.

Following budget discussions, the agenda included the approval of the property tax revenue increase. A public hearing on the proposed tax rate of $0.543438 per $100 assessed valuation followed, giving residents an opportunity to comment. Council then voted on Ordinance No. 2025-33 to formally adopt the rate.
