Council reviews budget, approves residential plat

City council approved a preliminary plat for a new residential subdivision, reviewed ongoing utility rate projections, and examined key details of the city’s proposed Fiscal Year 2025-26 budget during a regular meeting followed by a work session.

In unanimous action, during its Tuesday, July 22, 2025, regular meeting, council approved the preliminary plat for the Sanden Heaven Addition, a residential development that will establish 12 single-family lots and one open space lot on 5.522 acres. The site is located at the northwest corner of Sanden Boulevard and Brown Street.

City staff explained that the developer secured two variances due to floodplain limitations and the unique shape of a corner lot. Despite the presence of utility easements across the property, each proposed lot complies with the city’s minimum requirement of 2,400 square feet and remains buildable. Officials noted that the plat approval was primarily procedural, as the property’s zoning already allows for single-family residential development.

Variances granted by the Board of Adjustment were described as binding and not requiring additional council action unless development standards are not met.

Also, council delayed appointing an alternate to the Board of Review after the only applicant, Chris Smith, did not attend a scheduled interview.
